It's a Photoshop technique I found on a weapon skinning site - it's usually used for making dull metal effects, but it works for colours other than grey. To do it you select two similar colours (in this case, a desaturated white/grey/blue colour and a light blue), and use the render->clouds filter. This means you end up with slight variations in colour over the area. Next you use artistic->sponge with the settings 0/0/1 to give it a grainy effect. It's done - although it usually requires a bit of fiddling with brightness, contrast and saturation to make it look right.

The hair effect isn't a permenant change. I did it because I redrew that entire comic before uploading it and didn't have time to draw all the hair. It makes my hand hurt to draw it, anyway
